SP combines ESG agenda with structuring projects with support from private capital

On the 2nd day of commitments in the US, governor reinforces commitment to decarbonization and green credit for investors

Combining large investments in infrastructure and transport, new opportunities for clean energy projects and a socio-environmental development agenda based on good environmental, social and governance practices for the sustainable progress of São Paulo. This was the proposal presented by Governor Tarcísio de Freitas to international investors this Thursday (11), on the second day of the State Government’s mission to New York.

“We are studying the issuance of state bonds so that we can invest the money in recovering riparian forest and forest reserves, for example. São Paulo is the only state in Brazil in which the forest reserve area has been growing, so we are in a position to generate gains with preservation, but without neglecting economic competitiveness and large structuring projects”, said Tarcísio in one of the presentations of this fifth.

“We can return to the investor the carbon credits and the offsetting of emissions on balance, which is what he most often wants”, added the governor. The São Paulo delegation in New York also includes the chief secretary of the Civil House, Arthur Lima, the state secretaries Jorge Lima (Economic Development), Natália Resende (Environment, Infrastructure and Logistics), Lais Vita (Communication), the executive secretary from the Partnerships in Investments folder, André Insper, and the president of InvestSP, Rui Gomes Junior.

The ESG agenda – an acronym for “environmental, social and governance sustainability”, in free translation from English – comprises actions by public authorities and private enterprises that prioritize aspects such as climate neutrality, water resource management, environmental concern, food security and nutrition, among others.

With a portfolio of projects estimated at R$ 180 billion between public capital and investors, the Government of São Paulo is presenting the portfolio during three international missions since January. The State evaluates the feasibility of concessions, privatizations and PPPs in areas such as urban development, sanitation, intercity transport on highways, waterway and rail systems, water resources and infrastructure.

In this Thursday’s commitments, Tarcísio started the day in a meeting with executives from the Blackrock financial group and, subsequently, presented the São Paulo portfolio of projects at the GRI Latam Infra & Energy 2023 event, which brought together global leaders in the infrastructure and energy sectors.

In the afternoon, the governor had lunch with executives from Goldman Sachs, one of the most important groups in the world in the banking sector, and participated in meetings with directors of investment funds Macquarie, headquartered in Australia, and the North American GQG.

The mission of the government of São Paulo in New York ends this Friday (12), with the visit of the state delegation to Hudson Yards, a large-scale real estate project that brought together the public sector and private investors in a significant transformation of degraded urban spaces in the metropolis North-American.
